« Rosa Luxemburg's Concepts of Democracy and Revolution »
One of the most important contributions of Rosa Luxemburg to modern Marxist thought is her refusal to separate the concepts of "democracy" and "revolution". This approach is developed in a) her criticism of the limits of bourgeois democracy, b) her conception of the revolutionary struggle as democratic self-emancipation of the great masses, c) her vision of socialist democracy with the workers' councils' system as a possible form of "dictatorship of the proletariat", and d) her firm insistence – in discussion with Russian revolutionaries – on the importance of democratic freedoms in the transition towards socialism.
We will deal with the question of democracy in her writings on Marxism, on political economy and on the national question (self-administration and national autonomy as democratic solutions).
These are issues that remain relevant at the beginning of the 21 Century. The aim of the Conference will be not only to analyze the historical aspects and the texts themselves, but also the political significance of these issues, in an epoch that sees a crisis of democracy within the context of crisis in capitalist civilization.

Nous savons tous qu'il est difficile de négocier les délais et que ceux-ci ont pu s'allonger
démesurément, parfois jusqu'à 120 jours pour les administrations. Heureusement, la loi du 15 mai
2001 relative aux nouvelles régulations économiques (loi NRE) et la loi de modernisation de
l'économie du 4 août 2008 (loi LME), entrée en vigueur le 1er janvier 2009, sont venues mettre
de l'ordre et raccourcir les délais abusifs. Les règles sont désormais les suivantes :
Le principe L'article L-441-6 du Code de commerce établit que « sauf dispositions contraires figurant aux conditions de vente ou convenues entre les parties, le délai de règlement des sommes dues est fixé au trentième jour suivant la date
de réception des marchandises ou d'exécution de la prestation demandée. »
NB : le délai de règlement court en principe à partir de l'exécution de la prestation. Cependant, l'administration fiscale tolère la pratique consistant à établir une facture mensuelle.
Menschen mit Behinderungen werden in vielen Gesellschaften ausgegrenzt. In Kambodscha geben unsere TV Trainings ihnen nun eine neue Öffentlichkeit - und den Journalisten das nötige Feingefühl.
Es ist der zweite Drehtag. Raksmey An, Journalistin und Teilnehmerin des TV Trainings, hat ihre Vorbehalte bereits überwunden. Wie selbstverständlich vertraut sie einem Mitarbeiter der Behinderteneinrichtung "Epic Arts" ihr sperriges Stativ und die Kameratasche an, damit er ihr hilft, das Equipment per Motorrad zum nächsten Drehort zu fahren. Der Mitarbeiter hat keine Arme, hat aber gelernt mit Kopf, Schultern und Beinen seine Behinderung auszugleichen. "Da war für mich das Kursziel schon erreicht", sagt TV Trainerin Bettina Ruigies. "Raksmey hatte vorher noch nie mit Menschen mit Behinderungen zusammen gearbeitet, und schon machte sie keinen Unterschied mehr zwischen Menschen mit und ohne Behinderung."
Im November und Dezember 2012 hat die DW Akademie ein insgesamt vierwöchiges Training für kambodschanische Journalisten, Kameraleute und Cutter durchgeführt. Zum einen sollten die sonst von der Gesellschaft ausgeschlossenen Menschen mit Behinderungen eine neue Öffentlichkeit bekommen, zum anderen wurde dokumentarische Fernseharbeit vermittelt.
"Inclusion of people with disabilities" - ein TV Training mit zwei Zielen:
1) Zum einen ging es darum, Menschen mit Behinderungen stärker in die kambodschanische Gesellschaft zu integrieren.
2) Zum anderen sollte dokumentarische Fernseharbeit erlernt werden, die in Kambodscha bislang kaum verbreitet ist.
Für die 14 Teilnehmer, Mitarbeiter des Women's Media Center of Cambodia (WMC), war dieses TV Training in vielerlei Hinsicht ziemliches Neuland. Die Journalisten, Kameraleute und Cutter produzieren sonst Seifenopern mit sozialen Botschaften und arbeiten üblicherweise mit Skript und Schauspielern. Nun standen sie vor der Herausforderung, erstmalig dokumentarisch zu drehen.

Es spielt eine wichtige Rolle bei der Überwachung und Evaluierung von Bildungseinrichtungen sowohl öffentlicher als auch privater Schulen.
